How to Approve Clothing Pre-Production Samples Before Bulk

Approve a menswear pre-production sample, or PPS, as the controlled reference for bulk manufacturing, not simply as a garment that looks acceptable. A development sample helps establish design, fit, and feasibility; a PPS should demonstrate the agreed fabric, color, trims, measurements, construction, and presentation before production is released. For China OEM purchasing, plan around an MOQ of 100 pcs, samples taking approximately 7 days once the brief and materials are confirmed, and bulk timing that depends on quantity. Confirm the PPS schedule separately when special treatments, material sourcing, or revisions are involved.

1. Separate development feedback from PPS approval

Start by defining what the sample is intended to prove. A development sample can use provisional fabric or trims while the buyer and factory resolve silhouette, pocket design, construction options, and target cost. A pre-production sample has a different purpose: it demonstrates the agreed production specification before the bulk order proceeds. For a menswear shirt, jacket, or trouser program, identify the style number, sample size, colorway, technical pack revision, and order reference on the review record. Ask the factory to disclose any difference between the submitted PPS and intended bulk materials or processes, rather than assuming that every visible component is final.

Use PPS consistently in correspondence. If a supplier uses PPE as an internal abbreviation for a pre-production review, ask them to define it because PPE commonly means personal protective equipment and can create a materially different purchasing expectation. This article concerns ordinary menswear sample approval, not proof of protective performance or regulatory compliance. Establish who can approve the sample, who consolidates comments, and which activities require separate authorization. With a China OEM MOQ of 100 pcs, also confirm how that minimum applies to styles, colors, and sizes in the quotation. Do not assume that one MOQ automatically permits any assortment split.

2. Lock fabric, color, trims, and the measurement chart

Review the PPS against physical material references and the latest written specification. Record fabric composition as specified, construction, weight requirements, finish, hand feel expectations, and any agreed wash treatment without treating visual inspection as laboratory verification. Compare color with the approved reference under agreed viewing conditions; phone photographs alone are not a reliable final color standard. Check buttons, zippers, snaps, drawcords, interlinings, and label materials for the correct specification and placement. If the factory used a substitute, identify it explicitly and decide whether a replacement sample or component approval is necessary. A PPS made in substitute fabric cannot establish final fabric behavior merely because its appearance is close.

Measure the sample using the agreed point-of-measure definitions, garment preparation, and measuring method. Put specified values, actual readings, tolerances, and comments together in one review sheet so the factory can act without interpreting scattered messages. For menswear, prioritize relevant checkpoints such as chest, shoulder, sleeve, body length, waist, rise, thigh, and inseam according to the garment. Evaluate fit on the agreed fit model or form and examine balance, movement, and layering allowance where applicable. Approval of one sample size does not automatically validate the entire graded range. Decide whether a size set is required, and keep any shrinkage or dimensional stability requirements separate from unverified assumptions.

3. Check production construction and the packing mock

Inspect the garment outside and inside, working through the technical pack rather than relying on a general impression of quality. Check seam types, seam allowance expectations, stitch requirements, reinforcement points, pocket positions, closure operation, collar shape, waistband execution, hems, and pressing. Assess whether the submitted construction is the method intended for bulk production, especially where a sample-room technique might differ from the production line. Photograph each issue with its location and a clear correction instruction. Separate design changes from workmanship corrections because a design change may alter cost, fit, materials, or timing. Request a revised PPS when the change could materially affect the approved reference.

Review a packing mock alongside the garment so presentation and identification errors are caught before dispatch. Verify main labels, size labels, care information, country-of-origin wording, hangtags, barcode data, folding method, bag dimensions, carton marks, and assortment rules against the buyer's approved instructions. Check scanned barcode output against the order data where barcodes are required. The buyer should confirm applicable destination-market labeling and packaging obligations rather than assuming that PPS approval establishes compliance. If final printed packaging is unavailable, record exactly what the mock represents and require separate artwork or physical packaging approval where needed. Keep the packing specification linked to the same style and revision history.

4. Resolve revisions and issue a controlled release to bulk

Consolidate the review into one decision: approved, revision required, or narrowly scoped conditional approval. List every discrepancy with its reference, required action, owner, and evidence needed for closure. Avoid instructions such as improve fit or make stitching better without measurable or visual guidance. Critical issues involving fabric identity, fit, construction, or unresolved labeling requirements should be closed before the affected production activity is released. A minor correction may be confirmed with suitable evidence if the buyer explicitly accepts that method, but a photograph cannot establish every physical property. Retain a clearly identified approved sample and arrange an equivalent controlled factory reference to reduce conflicting interpretations.

Send the bulk release in writing with the style, order, approved PPS identifier, technical pack version, material references, measurement chart, packing specification, and any explicitly accepted exceptions. Ask the factory to acknowledge the release and confirm that superseded instructions will not be used. State whether the authorization covers material purchasing, cutting, sewing, packing, or the complete bulk process, since these decisions may occur at different times. Samples take approximately 7 days once the brief and materials are confirmed; verify whether that estimate fits the specific PPS and any revision round. Bulk timing depends on quantity, so obtain an updated schedule after approval rather than treating sample turnaround as a production delivery commitment.

Send these details together

  • Identify the PPS by style, size, colorway, sample reference, and technical pack revision, and distinguish it from earlier development samples.
  • Confirm final fabric, color, trims, and finishing references; document substitutions and close material questions before authorizing affected production.
  • Record actual measurements, tolerances, fit comments, and construction corrections in one review sheet, with clear evidence required for each closure.
  • Approve label content and the packing mock against order data, including size identification, SKU mapping, barcode information, and carton assortment instructions.
  • Issue an authorized written release, obtain factory acknowledgment, retain controlled sample references, and reconfirm the bulk schedule for the ordered quantity.

Questions before sampling

What is the difference between a development sample and a PPS?

A development sample is used to explore or refine design, fit, materials, and manufacturing options. A PPS is submitted as the proposed reference for production under an agreed specification. Check whether its fabric, color, trims, construction, measurements, and packing details are final. If components remain provisional, identify those limitations and require the appropriate additional approval rather than treating the garment as an unrestricted bulk reference.

Can a buyer approve a PPS using photographs only?

Photographs can help confirm visible corrections, placement, or selected packing details, but they do not reliably establish hand feel, fit, color accuracy, or all measurement and construction requirements. Use a physical PPS when those attributes are important to the release decision. If remote approval is necessary, document its limits, request structured measurements and supporting evidence, and specify which checkpoints still require physical confirmation before affected production proceeds.

How should PPS approval fit into MOQ and production timing?

Plan the order around an MOQ of 100 pcs and confirm the permitted style, color, and size allocation with the factory. Samples take approximately 7 days once the brief and materials are confirmed, but clarify the specific PPS schedule and allow for shipping, buyer review, and revisions. Bulk timing depends on quantity. Request a confirmed production schedule after the approval conditions are closed, and distinguish sample readiness from bulk completion and delivery.

What are your MOQ, sample time and bulk lead time?

MOQ is 100 pcs. Samples take 7 days. Bulk production lead time depends on order quantity.
